Abstract

This article is a critical review of the Report of the Presidential
Commission of Inquiry into Land Issues in Tanzania (otherwise known as
the Sbivji Report (URT, 1994 ». The review provides a global perspective
within which the process of the compilation of the report as well as its
contents may be assessed. An assessment of the ujamaa period in
Tanzania's socio-economic history is also offered as part of the global
perspective. Also discussed are issues of gender inequality and the role of
the World Bank, and how Ibese impinge on discourses on land issues in
Tanzania.
